I spoke with the Dev team at length about this issue today, and there was a lot of discussion including what our historical actions in this regard have been, how doing so would relatively effect casters (with their disproportionate power gain at the begining of expansions due to spells being easier to aqquire than gear) vs. melees, and a number of other issues.
After weighty consideration, and possibly a bit of shouting, the Dev team has decided in this case to not increase the caps on current focus effects.

That means group focus gear will be better on level 95 spells and equal or same on level 94 spells. Minimum focus on group gear on fire focus will be 30%-70%. The minimum on raid gear will be 18.5% when degraded on a level 95 spell. How they don't see a minimum boost of 30% verses raid gear now at 18.5% isn't an issue I will never know.
I hope SoE changes it so raid gear doesn't degrade as fast maybe 2-3% to make our hard won raid focus viable at level 95, but it is not looking good for that. Just passing on the information, and if you want to weigh in on the thread and push for a change the link is:
If I am not mistaken. Raid gear will still be much better than group gear. The max for group is like 60%. Raid is 90%. The adjustment to the minimum is not even half of the picture.
Also to speculate, first, this change seems to indicate that mobs in the new exp will have relatively more or less hp compared to HoT. So they feel it is necessary adjust how easy it is for players to dps. Second, devs might think the chasm between group geared dps and raid geared dps is currently off kilter.
