This was asked of me the other night - do you really monitor peoples purchases on raids.
The answer is yes. always. Sometimes we miss things and sometimes some things are apparent. If we see a tank bidding on a caster status shield - we may ask that tank if they are aware of "better" purchases for his class. It may be a new tank desperate for any type of upgrade... but we would rather see "smart" choices overall... but that may not happen.
When it comes to weapons - if we see someone bidding on raid that already has 2 weapons from that tier and they are bidding on a third - we WILL ask why. What makes that weapon on upgrade over the other 2 you already have. Several times in the past when we have asked why are you going for your 3rd or now 4th T3 weapon - the responses we get are - I need it to skill up that stat, I don't have one of that type, or I want to use that in group content.
Basically it comes to this - if that weapon is not an upgrade to you - it's a lateral move - do not bid on it if others in raid are. We have new raiders all the time that are looking for upgrades and may not have the dkp to meet your personal rot point. Why deny them a chance to get their first tier weapon when you already have 2 or 3. If it rotting and someone is interested - speak up - I will endeavor to ask if someone wants it - even if it's for house decorations.
