Rotting Raid Loot - what is rot

Here is my definition of rot - when no one wants it. Not when it's less then 20 dkp or it's 1 dkp, it's when no one wants it.
When we have items that are lower tier and clearly not an upgrade, no one should be bidding for a collection or to turn it into a window in their house - until it's unwanted by anyone.
1) items offered to raiders first
2) items offered to raiders alt - only if #1 has no takers
3) items offered for collections/houses/tribute - only if #1 and #2 have no takers.
Taking something from a fellow raider that can use on an alt to me to put on your house wall just not make sense to me. We are here to support each other in getting to the next best raid loot we can - to do that we team up and take on the challenge, win and gear up. Bidding for items that you are clearly not going to use just take it from someone who will - even if on their alt. Please keep in mind that we are a team, and people use their alts to help raiders with missions/quests etc., also.
I have already built in a filter that alts must be 95 (yes even if it's an 85 usable item from Voa raid) because we have had cases in the past where someone bid - and just put in the bank and never leveled up the toon. If we are offering raid quality items to alts, then I feel those alts should be actively played, not collecting dust in the bank for some future usage date.
