Please read the rest of the rule.. I forget which expansion or zone it was - but there was one that while we could push - you could not loot if you were not flagged for the zone.

Edit: it may have been an item on a vendor that opened up that allowed you to combine your gear - it's been a while, but while it may not be applicable NOW, it would be if we faced this situation again

But as long as we can push and a person and the zone permits looting - yes a person can bid/loot item as a push.

TSS, we could push them in but unless they got one of the clicky flags that dropped they could not loot.
