The Burning Lands is introducing four new evolving items that are quite unique. They will be rare drops, but it isn't known as of yet where they drop from.
What items?
These are the four items. Each has an achievement requirement for the second evolution:
Torn Efreeti Boots (Feet): "Travel far and wide, on and off Norrath, to empower these boots"
Requires the completion of all Traveler achievements, with the exception of The Burning Lands

Tattered White Satin Gloves (Hands): "Prove your valor as a hunter in the new and old lands of Kunark as well as the old world to empower these gloves"
Requires completion of PoP, EoK, and RoS Hunter.

Djarns Tarnished Amethyst Ring (Finger): "Prove your valor as a champion in the new lands of Kunark in order to empower this ring"
Requires completion of all Partisans/Mercenaries in EoK and RoS

Threadbare Weighted Tabard (Shoulders): "Scavenge the tidbits throughout the lands of Kunark, as well as the forsaken, dark, and broken lands, in order to empower this tabard"
Requires completion of all collections in CotF, TDS, TBM, EoK, and RoS

How do these items evolve?
Each item has five versions as listed:
Rank 1 (Torn): Rare item drop from group content. Has ~RoS T2 group stats and 1 Type 18 slot.
Rank 2 (Silver): Requires a normal evolution via killing certain mob types (in TBL) AND requires aforementioned achievements to receive rank 2. Has ~TBL Group TS stats and 1 Type 18 slot.
Rank 3 (Gold): Normal evolution via killing certain mob types. Has ~RoS Raid stats and 2 Type 18 slots.
Rank 4 (Platinum): Normal evolution via killing certain mob types Has ~TBL Raid TS stats and 3 Type 18 slots.
Rank 5 (Gem-Studded): Normal evolution via killing certain mob types. Has stats exceeding that of raid gear, 1 Type 18 slot, and 2 Type 19 slots.
Rank 6 (Diamond/Rhodium): Requires completing every achievement in TBL. Has stats slightly higher than Rank 5, 1 Type 18 slot, and 2 Type 19 slots.
These items gain experience from certain mob types. It appears to be based on mob model. Jann (Efreeti, Duende, Ondine, and Djinn), Mephits, and Dervish models are confirmed to give XP. Phoenixes and golems likely do as well. Giants, Armors, and Plane of Fire mobs are confirmed to not give XP. In the most recent patch, a restriction was added so that the items only gain XP from TBL mobs. The model restrictions remain in place, although they’re planned to be removed in the next patch.

What are those Type 18/19 Aug Slots?
These items have no Type 7/8 slot, but they do have a Slot 18 and 19. This is the cool part, as there are a ton of slot 18/19 augs with interesting properties. Many of them have stats in addition to their effects, although the ones with only stats have higher stats. The augs with effects have lore groups, which means you must choose which aug within a lore group you want. There is a group and raid version of each aug, which are on different lore groups.

Where do Type 18/19 augs come from?
Type 18 augs are rare drops from named in The Burning Land. Weeping Heaven appear to be most common, with Secret Dawn also being common. Whispering Midnight augments, which are those with effects, are less common.
Type 19 augs only fit in the last two ranks of these items. They are rare drops from trash in Plane of Fire and Plane of Smoke raid instances.
